TERRITORIAL ARMY.
MR HALDANE’S OPTIMISM. United Press Association —By Electric Telegraph—Copyright. Received June 20, 8.45 a.m. London, June 19. Mr Haldane states that 148,459 noncommissioned officers and men have joined the territorials, out of an establishment of 802,199. There was a marked increase of recruiting last month which he considers highly satisfactory. Newspaper comments do not endorse this optimism and regret the refusal of 60,000 volunteers to transfer their services. Critics predict a shortage of 100,000 territorials.
