SAFE ARRIVAL.

Prince Henry of Prussia welcomed King Edward at the mouth of the Kiel Canal, where he boarded the ■Victoria and Albert.
German war ships saluted and the crews manned the ships and cheered. An impromptu review of forty vessels of the High Sea fleet, which had just finished manoeuvres in the North Sea, followed and, finally, the yacht, preceded by nine German torpedo boats and followed by the Minotaur, Achilles, and four British destroyers, proceeded to Reval. The city is swarming with detectives. Hotels have been threatened with fines of three thousand roubles, if they do not report the presence of a stranger within an hour of his arrival. It was arranged that the 'yachts should be surrounded by a cordon of British and Rusisan destroyers and cruisers to prevent unauthorised ciaft from approaching within 1300 feet. Only Press representatives and three steamers carrying serenaders were allowed to move in the roads after sundown. The departure of the Czar and Czarina was unexpectedly postponed on Monday evening owing to boisterous weather in the Baltic. The royal yacht Alexandra, which sailed the day before King Edward, collided with the lock at the entrance to Kiel Canal, while on her maiden trip. She damaged her propeller.
