In the House, Sir Wm. Lyne stated that even if the Surplus Revenue Bill did not pass, the Commonwealth could not pay the States three-fourths of the revenue balance for June. £350,000 was required for naval defence, and £323,000 for old age pensions. The intention was to transfer the June balances to a trust fund towards meeting these charges, and by the end of the. year the States would have received £301,000 above the three-foutha whereto they were entitled.
