Stolypin, the Premier, in an ominous speech in the Doutaa, commenting on Finland’s harbouring revolutionaries, foreshadowed legislation placing Finland’s relations with Russia on a more national basis while respecting her autonmous rights. TYPHOID AT MOSCOW. Received May 20. 9.26 a.m. Moscow, May 19. There is an epidemic of typhoid in Moscow. Two thousand patients are in the hospitals, and the mortality in the overcrowded jails is awful.
