Britiau and the United States have resolved to enforce their Treaty Rights in the Congo State, whoever may be the ruler, and have invited Belgium to explain how in the event of annexation by that country, it is proposed to apply the provisions of the Berlin Treaty regarding international rights, independence and freedom of trade especially the last which materially affects the right of natives to trade.
