President Roosevelt has submitted to the Senate five claims against Venezuela respecting which President Castro refuses to arbitrate. They include the New York and Bermudez Asphalt Go. ’s claim, regarding which special Commissioner Calhoun reported to the State Department that if the Company’s demand met with procrastination or refusal, the dignity of the XJnited States’ Government required prompt and vigorous action.
