In November the Eraser approved of President H-ocsavelt’s nomination of Dr. Hill, Ambassador at the Hague, to succeed Mr Tower. The Kaiser, however, recently sent, through the American Embassy, a personal letter to President Roosevelt giving his private reasons why Dr. Hill would not be acceptable. Excitement was caused in Washington because of Dr. Ixill’s popularity in the American Foreign Office. Berlin professes iguoranca of the matter.
