In the Assembly Mr Blair, in moving the second reading of the Constitution Amendment Bill said that disputes had occurred between the two Houses and the object of the Bill was to prevent the recurrence of sncn disputes. The Government was unfit to remain in office if it did not keep faith with the people in putting the Bill in the forefront Of the programme. If it fcere necessary to secure a twothirds majority iu another placQ Government would not hesitate in taking measures to do so even if it were required to appoint a sufficient number there to pass the measure.
