AUSTRALIAN NAVIGATION BILL

A despatch from the Colonial Office and a memorandum from the Board of Trade in regard to the Navigation Bill were tabled in tho Senate. The despatch states that in so far as the Bill conforms to the resolutions of the Navigation Conference the Imperial Government is in full accord with its provisious and desires to put on record that every dominion has full power to regulate not only vessels registered in that possession, but also vessels engaged in coasting trade. In certain cases, however, the legislation proposed went beyond that limit by purporting to regulate vessels which did not engage in coasting trade and on vessels while on the High Seas before or after engaging in coastal trade. The hope was expressed that the Commonwealth would find it possible to give effect to the suggestions contained in the Board of Trade’s memorandum.
