THE PORT ARTHUR COURT MARTIAL. Press Association—Copyright. Received February 19, 11 p.m. Sfc. Petersburg, February 19. The verdict of the Port Arthur Court Martial is expected to-day. General Stoessel assumed the entire responsibility for the surrender, declaring that if that required espial tioh by blood let it be his alone. Port Arthur could only hold out a ■few hours longer with the sacrifice of 20,000 lives. General Reuss declared that he merely obeyed orders; if that was wrong he declined to sue for mercy.
