In the House Of Commons Mr Gladstone stated that last year when Suffragette offences were first offences he made representations hoping that leniency would prove effective, but leniency had been used for the purpose of encouraging further' offences. It was no part o his duty to constantly interfere with the discretion of capable experienced stipendiaries who it fairly in the public interest.
