AN INEFFICIENT ARMADA.

New York, December 33. A bitter controversy has *been caused by the publication in the January number of McClure’s Magazine of an article by Mr Henry Beuterdahl, a marine artist :and designer, in which he severely criticises the American battle fleet which has just started for the iPsoific Mr Beuterdahl declares that the fleet is not only inefficient but that if pitted against a modern fleet it would be likely to meet the fate of Admiral Rodjestvensy’s fleet at Tsushima. Rear-Admiral Luce has entered the fray with an endorsement of Mr Beuterdahl’s criticism. He declares that the ships are seriously defective, and that the blame rests with the Navy Department, which he says is run on bureaucratic lines. ’ Admiral Dewey, the senior officer of the United States Navy, admits that there is some truth in RearAdmiral Luce’s criticism, but declares that defects which exist in the Navy are being steadily overcome. The Herald states that Lloyd Rooney, a boy of fourteen, has caught messages from the Pacific fleet with a wireless apparatus of£his own invention.
