Press Association —Copyright. London, February 13. A day’s debate on the guillotine resolution has begun. Sir H. Campbell-Bannerman was conciliatory and confessed that the Lords were justified in rejecting two measures which were submitted too late for due consideration, hence the resolution would be maintained. The Commons had maturely considered the Bills and it was unnecessary to waste time in debating them again. Mr Balfour strongly denied that the Bills had been adequately discussed by the Commons. Referring to the by-elections he said Government aie not in a position .to revolutionise the constitution of the House of Lords.
