T. Beetham, Taurata, for pormisssiou to fence along edge of road formation. —Granted. From Hawke’s Bay Timber Company, declining to assist in raising a loan for construction of Opawa road. Prom Stock Inspector, Feilding, with directions for using rabbit poison. From P. S. Guy, agreeing co allow Council to take metal from pit on section 10, block 7, in considera* tiou cf his being allowed to graze on reserve No. 35. —Offer accepted. .Prom'Superintendent of Electric Wires, asking Council to suggest a Maori name for Table Plat Office, —The Council thought the present name was sufficient. From Mr R.- A. Dick, Apiti, asking that road to his section be fenced, —Held oyer. • From Robt. Richardson, stating that he could not finish his contract for delivery of metal on Apiti Yalley Road.—The Council refused to accept the surrender of the contract. From j. The clerk road the following statement to the Council: — “As some misapprehension exists among ratpoayers in connection witli their hypothecated thirds I would like to explain that the thirds book now shows in detail the hypothecated thirds received which are (allocated to the particular ‘sections in the respective special rating districts and how they are disposed of. The special rate has boon struck for each year on the valuation of that year and as the rating is on the capital values this accounts for the varying of amounts to credit or otherwise on sections. The thirds received from the Government is, I believe, based on the prairie value and is not as commonly supposed a third of the sections having thirds in credit, sufficient to meet the special rate. Credit is given accordingly to the ratepayer and when not sufficient the amount in credit is shown on the demand and the balance collected. Where the thirds are in debit, the whole of the special rate is collected and the thirds as received will reduce or cxitngnish the amount in debit. Had this system been adopted years ago it would have saved au enormous amount of extra labour and been more satsifactory to those ratepayers concerned. |
