?53IR.—The following points require consideration before we record our votes in favour of tire loan proposals : —Will the expenditure of this money conduce to an increase of population i —No. If a person is intending to Settle in a pla.ee. the chief const (orations are _What will the rates be and what is the water supply and drainage system? The local Health Officer and doctors have time and again referred to the need for a bettor watersupply and drainage system. If we must borrow money, let us spend it on these works, which are necessities —not on footpaths in the back streets, which will probably be used chiefly by wandering stock. It is absurd to say that the rates will not be increased. At present we are collecting (id in the & more rates than we should. This (is will bo used to pay the interest on the new loans. If the loans are not raised the rates will be reduced next year. If they arc raised the 6d will stay ou, which is the same thing as an increase. Then again the new footpaths, even if they are asphalted, will require constant maintenance. What provision is there for this?— yours truly. J. H. MILES.
