Tlio Times, without endorsing Mr Deakin’s somewhat contemptuous criticism of tlio Imperial Secretariat its''disclosed in tho re-arragemont of the Colonial Office, 'writes that a fresh departure and tho casting off of irrelevant traditions would have inspired more confidence and tended to make tho secretariat better adapted for its function as a connecting link between equals.
