RUSSIA AND JAPAN.

Auckland, November 18 An Auckland merchant, Mr G. WS. Patterson, has just returned from a foreign tour,and discussing tho relations of Japan and Russia, ho quite confidently predicts that in six or seven years those two nations must once more meet in war. Both nations are aware that this is ahead of them and Russia is actively engaged_ in preparing for it by concentrating troops in Northern Manchuria and populating' - tho great Trans-Baikal country. On the other hand Mr Patt.crsou points out, that Japan is in somewhat parlous plight. Her people are crying out bitterly against the .taxation that the late war brought upon them and they are unwilling to populate Manchurian territory as Japan desires because they must fight for every inch of that country. Mr Patterson speaks of the improved demeanour on the part of China towards foreigners but expresses the opinion that none the loss tho Chinese are working for China for tho Chinese.
