Press Association —Copyright. Received November 13, 7<34 a.m. 'London, November 13. A dense fog upset tho reception of the Kaiser at Portsmouth. Tho Prince of Wales in a torpedqer boarded the Hoheuzolleru at Spithead, whore the Channel Fleet saluted and was manned and dressed. The mist spoilt tho impressiveness of tho scene. The Kaiser uniform ot a British Admiral. King Edward and Queen Alexandra _ met the Kaiser and Kaiseriu at Widsor Station and affectionately- embraced the visitors. Tlie Kaiser remarked to the Lord Mayor: “It seems like home again coming to Windsor. I am always glad to bo hero.’’ The Kaiser has issued a notice expressing how deeply he was touched by the cordiality of his reception at Portsmouth and Windsor.
