TEACHERS' SALARIES

Duxedix, October 27, At a meeting of tho Management Committee oft he Otago Educational Institute yesterday a scheme for the payment, classification and promo tion of primary school teachors was adopted, tor trausmisison to tho .New Zealand Education Institute, for consideration at the annual meeting at Auckland in January. The scheme provides—(l) that the main portion of a teacher's salary should depend on his classification in regard to—(a) teaching ability, (b)attainments, (c) length of service. Also that this uosition of salary should begin at a fixed minimum, rising by annual increments to a fixed maximum within each class. (2) That the above salaries should be supplemented by an increment in accordance with the average roll and grade of school. The scheme provides that teachers' in A, Bl and CI class (of whom there are 317 in the colony) should get a rninimvtm of £175 and a maximum of £lB5. A2, 82, C2, and Dl (589 teachers), £l6O to £l7O, A 3, 83, 03, D2, El (778. teachers), £145 to £155. A 4, 84, C 4, D 3, E 3, (694 teachers). £l3O to £l4O. A, 859, CS,D 4, E 3 (320 teachers), £lls to £125." P 5, E 4, E 5 (66 teachers), £IOO to £lls. The scheme also provides:—(l) The grade of school to he fixed for two years; (2) if at the end of that time the grade has fallen, tho teacher's salary not to bo reduced until ho ha* declined au offer of transfer to a position involving no loss of emolument; (3) the Department to pay the expenses of such teacher's transfer; (4) no teacher's present salary to be reduced if, under the scheme, it is less than that received at present. It is claimed that the adoption of the scheme would abolish payment on an average attendance, the salary being based mainly on the "class of teacher," and that it would not necessitate the setting up of a new administrative body or ■ involve any reorganisation of the present machinery. The scheme could be used as a basis for colonial promotion, and would increase the majority of preont salaries.
