The Federal Government is taking steps to develop the fishing industry, and arrangements are nearly completed for the' construction of a trawler. Tho House fixed a general duty on coufectionerv of 3d per lb and a pre-, forenee duty, to Britain of 2)<.'d as' jtgainst the Government proposal of 3?/d and 3><d respectively. Mr Mitchell, as counsel for the Chinese residents, appeared at the Bar of tho Assembly to protest against tho provisions of tho Factories' Bill, prohibiting tho employment of Chinese. Ho claimed that tiie number of Chinese employed in factories was decreasing, and asked the House to pause before enacting a measure which might lead to a boycott against trade with China, whiuh the Government was endeavouring to build up, similar to the Chineso boycott against American goods.
