Tho first committee of the Peace Convention has adopted the permanent Court and recommend that it become operative when the Powers have agreed to the appointment of judges and the constitution of the Court. Mr Choate (United States) referring to the attitude of the minor States denounced the monstrous despotism of an unimportant minority.
