The Times, in a weighty leading article dealing witli the Ixaiser s visit to England and the rumour that Prince Yon Buelow accompanies him, comments on the latter’s attempts to convey to the British public that he is exceedingly anxious for the establishment of cordial relations between Britain and Germany. Tho Times notes that Prince Buelow did not exert himself to create the same impression among the Basseimans. Keims and Lieberts (this is a reference to recent Anglophohe speeches). The journal continues : “ Possibly the Anglo— french entente,the Anglo—Russian agreement, and the fact that some years must elapse and many more millions be spent before Germany can build or accommodate any considerable number of Dreadnoughts, suggested the desirability of cultivating at present Britain’s goodwill. 1 ‘Wo prefer to think that Yon Buelow regrets and wishes to efface from our recollection the insults and calumnies he allowed to be hurled at us and ouv soldiers with mere faint-hearted remonstrance, though he knew from the reports of German ofiicers that those charges wore false and malignant. “All wo ask is proof that the repentance of those wronging us is sincere. This proof is not to be found at the Hague Conference, nor yet in any marked degree in Germany’s treatment of the latest phase of tho Moroccan question, which, while correct, has not been wholly reassuring. “ Our policy has not changed since Sir Edward Grey declared that fair and good relations between Germany and Prance are the condition of any improvement of the public relations between Germany and ourselves.”
