Per Press Association. Wellington, October 8. In the'Council, which met at 2.30 p.m., the Hon. Mr Loughnan moved : “ That in order to effectively defend the Dominion against possible enemies it is imperative that all able bodied adult males should be trained to the use of arms and instructed in such military or naval drill as may be necessary for the purpose.” The Hon. Wi Pere seconded the motion. The debate was adjourned for a week. The, Police Offences Bill was read a third time and passed. The Attorney-General moved the second reading of the Bills of Exchange Act Amendment Ei. This was agreed to and. the bill referred to the Joint Statutes Be vision Committee. - The Council rose at 4.15 p.m. until Thursday. 1 In the House of Representatives the Premier gave notice that he intended to propose to give the House a half-holiday to-morrow. Labor Day. A week’s leave of absence was granted to Mr Heke on account of urgent private business. One month’s leave was granted to Mr Rhodes on account'of ill-health. Three day’s leave were granted Mr E. G. - Allen on urgent private business. The House went into committee on the* Land Laws Amendment Bill, and adjourned at 5.30 p.m. 'On resuming at 7.30 p.m. Mr Alison moved an amendment to clause 3 (which provides that no Crown land shall be hereafter leased in perpetuity), “ That all Crown lauds be disposed of under occupa-tion-with-right-purchase tenure.” A long debate ensued and eventually the amendment was negatived by 45 to 20. A further amendment to give renewable leaseholders the right to acquire the freehold within their first term, was rejected by 37 to 25. ! Progress -was reported, and the, House adjourned until 7.30 p.m. to-day
