He announced that the Scottish Laud and Land Values Bill would he resubmitted after pro forma discussion in the House of Commons. It was quite possible, aud highly probable, that the Lords would be given an opportunity of discussing a Bill giving effect to the House of Commons’ resolution that in matters of legislation the will of the people as expressed through their representatives iu the. House of Commons must be supreme.
