Gisbokne, September 25. ■ An innovation in local specifications lias been made by the Borough Engineer who, in a specification for the Abattoir road, provides for a sum of ,£3 per week to bo given by tie Council for every week the contract is finished in advance of the contract time. The Town Clerk last night expressed a doubt as to whether the Council could allow it, and read an opinion of the Municipal Association's solicitor that gratuties could not legally be given by a public body. The Engineer replied that Mr Skerrett had advised that it was only by a stipulation that they could enforce penalties. It could not be all on one side. Mr Mann said that any opinion of Mr SkerrottV could be relied upon as being sound law. Cr Sheridan said that it could not be | considered a gratuity, it was a reward ; for expeditious work and a very wise pro-! vision. It was agreed to leave the item i as suggested.
