PEACE CONFERENCE.
The Question of Contraband. (Per Press Association. —Copyright.) London, September 26. The Times says that the Hague Conference's fourth committee's sub-com-mittee haaarrived at the conclusion that it is impossiblo to roach a settlement of tho questions of absolute and conditional contraband. Britain will proposo a convention whereby States sharing her views for tho total abolition of contraband shall only exercise the right of search in order to establish the neutral character o£ vessels.
