Stops Supply. Difficult Situation Created

An unprecedented constitutional situation bas arisen in South Africa owing to the Legislative Council of Capo Colony terminating the discussion on the Appropiiation Bill in committee by resolving, by 11 to 10, that tho Chairman leave the chair.
This action blocks supply. The Treasurer to-day will move that the Council again go into committee and resume tho consideration of the Bill.
Both parties in tho Council are equal but as Mr Boss, of the Progressive Party, presides in committee, the Opposition then have a majority. The Premier, it necessary, will ask the Assembly whether it will tolerate the Council’s interference with its privileges.
