Tiro First Sub-Committee of the Peace Convention, by 36 to 3 (with 14 abstentions, including Japan aud Russia), adopted the International Prize Court aud tho distribution of judges. Japan declared that the subject required direful consideration, aud tho now institution . must necessarily iufluouco national jurisdiction. Rnsisa’s abstention based on tho incomplete nature of legislation relating to prizes, aud tho necessity for further consideration, particularly of Article 7, which declares that tho Court must judge according to international law in tho absence of any convention between the parties according to the general principles of justice aud equity. Should the rules of luteruatioual Law not apply tho delegates would be delighted at tho creation of a Prize Court after so many initial difficulties.
