Tie Second Committee of tho Poace Convention rejected most of tho articles relating to tho position of neutrals, and adopted others, which it ia understood the plenary Conference will confirm, defining neutrals as natives of a State which does not participate in war, so defining infractions of neutrality. It was suggested at tho Peace Conference that 15 Judges constitute the Bench of the International Prize Courts, tho eight great Powers always to bo represented, r aud the other 88 Powers substitute judges according to a scheme of rotation. The Great Powers insist that they are! the most probable belligerents, aud' most likely to lose by supporting the institution of international jurisdiction.
