London, September 9. |§Tlie Paris correspondent of the Times says that, a thrill of indignation has been caused in Paris by an anti-miliiarLt speech, delivered by M. James at a meeting of 5000 Socialists. His remarks startled even his audience. Ho advised the proletariat in various countries to use rifles to overthrow thoir own Governments when they declined international arbitration to settle international disputes.
