The Peace Conference list of subjects for obligatory arbitration, not of firstclass importance, include international protection of labour and means of preventing collisions at sea. It was thought that none of the subjects included ever cause disputes of a menacing character, and Was therefore expected that the 38 Powers would agree to this scheme, but Germany, Austria, Japan andothers decline to do so.
The committee of tho Peace Oouventon has provisionally agreed to describe the new Hague Court as of arbitral justice work.” “Permanent” was not insisted on since it belonged to the’title of the existing Hague Court.
