The Committee of the Hague Conference has approved the preliminary agreement regulating the use of submarine mines, the leading powers making important reservations showing grave differences on points of vital importance. Gcrmanv, Russia, Franco, and possibly the United Slates refuse to the precautions and modifications which Britain and Japan consider imperative.
