At tho Peace Conference, the committee dealing with land warfare unanimously adopted the French proposals regulating the opening of hostilities, providing for tho giving of an unmistakable preliminary warning. This moans that reasons must bo given for tho declaration of war or a conditional ultimatum. They further provide that neutrals must be" notified that a (date of War .exists. A proposal for the establishment of a permanent Court of Arbitration and Prize Court, with Judiciary powers disr tributod among Powers on the same scale ot national importance, is encountering determined opposition from minor States, especially'the South American Republics.
