Government Ims abandoned tho Scottish Small Holders’ Bill, though Lord Lansdowne said that the Lords would pass the second reading if it was understood that it would be amended in committee, with a view to rejecting the proposal to establish a Scottish Land Court on the Irish model, but introducing provisions closely resembling the English Small Holdings Bill. Lord Ripen declared it was waste of time to proceed with the Bill. Lord Tweedmouth said the amendments suggested would eviscerate tho Bill.
