Mr Taft, Secretary for War, interviewed on the eve of starting on a world’s tour, declared that Japan did not desire to purchase the Philippines ; besides, America would never sell them. America must either hold the Islands-until the Filipinos were capable of orderly and stable selfgovernment or turn them over to the Islanders immediately.
