A ilvico lias boon received that a frontier commissioner will shorty impure into tho Mewan affair. Turkey' and Persia have each given a pledge to punish their own piiicors if found guilty. On tho other hand it is announced' at Teheran that Prince Finua, tho new Governor of Azerbaijan, has raised at his own expense 10,000 men in readiness to proceed to the frontier. The Prince refused Parliament's offer of £15,000 towards the initial expenses of the expedition.
