Earl Grey in addressing the Canadian Club said that when South Aftrica was federated it would bo possible to look forward to a successful attempt to federate all the self-governing dominions of the King. The time must come when Canada would assume a share of the burden of naval defence. Referring to the' “ All Red ” route Earl Grey rejoiced that the British Government was earnest in the resolve to bring distant parts of the Empire nearer to the centre iu order to make the Empire .one compact whole.
