The first committee of tho second commission at tlio Peace Conference discussed Belgium’s proposal for renewing the declaration in 3899, prohibiting for live years tlio dropping of projectiles or explosives from balloons.
Lord'Roiiy argued that earth and soa are sufficient for military operations, and it would bo better to leave tho air free.
Thirty of the Powers supported Belgium, though Germany’s approval was conditional on complete unanimity. Five Powers, including Franco and Russia, dissented, and nine abstained from voting.
A pr posal by Italy insisting that if a. military balloon is employed it must be dirigible and carry a military crew, was carried by Si ayes to 8 noes, ami 34 abstained from voting. A second proposi prohibiting tlio dropping of projectiles ou undefended towns was carried by 30 ayes to 3 noes, 34 abstaining from voting.
