The Times’ St. Petersburg correspondent, referring to to-day’s meeting between the Czar and Kaiser at Swings in undo and tbo simultaneous conference between Prince Bulow and M. Ivolsky, the Russian Minister for Foreign Affairs, declares that Austrian diplomacy is trying to create a now Drcikaiserbund aiming at ii monopoly of influence in the near East, and adds the promoters of the scheme view the Anglo-Russian rapprochement with disfavor, nevertheless the Anglo-Russian agreement is moving forward.
