The United States Cabinet has opened negotiations with Mexico in reference to the great influx of Japanese coolies across the border. Paris, July 31.
Admiral Idjin, interviewed here, declared that the Japanese had enough to do in Corea and Manchuria, and they did not desire to interfere in the Philippines or IndoOhina. He expressed most friendly sentiments towards tho United States which he described as a financial colossus.
