Lord Fitzmaurice urged patience, expressing the hope that the Belgian Parliament, in the event of the annexation of the Congo, would obtain real effective control, which would lead to radical reforms. He emphasised the dangers of any rash action.

Lord Lausdowne concurred with Lord Fitzmaurice’s views.
