The Bureau of the social revolutionary pai’ty has resolved that owing to Government’s continuous terrorism and massacres that terrorist acts against high officials ought to continue, and advises active boycotting of the Duma elections, blowing up the electoral assemblies and destruction of the lists of electors. A fresh plot against the life of the Czar has been discovered in St. Petersburg and several arrests have been made.
