Lord Methuen’s motion for the omitting of clause 3 of the Army Bill forbidding county associations to give financial aid to cadet corps in elementary schools where boys are under 16, was carried in the Lords by J3O to 31, after Lords Roberts, Rosebery and Lansdowne supported it. Lord Portsmouth implied it was a breach of the financial rights of the Commons.
