The Inter-Colonial Defence Commission recommends a combined scheme by which Cape' Colony and the Transvaal will maintain 1000 men each, Orangia and Natal 500 each, Rhodesia 200. In the event of war or disturbance'in any colony silch colony will be entitled to re quisitiou from the others such forces as are not required by them. Tlie report further recommends the formation of permanently paid forces liable to service anywhere in the Empire.
