Per Press Association.—Copyright. Mouoooo, July 7, Finding Raisuli’s demands preposterous the first negotiations have failed and Sir Harry Mac Lean has returned to Fez. Raisuli wrote expressing regret and intimating that he was prepared to accept the Sul-' tan’s terms. At the second interview at Alcazar Kiad Mac Lean neglected to enlist the assistance of two tribes which had previously guaranteed the security of the negotiations and almost alone MacLean proceeded to the spot appointed and finding Raisuli attended by a largo baud Mac Lean was powerless to refuse his invitation to proceed further into the mountains.
