Great Britain, Germany and the United States support tho proposal for establishment at The Hague of an International Prize Court as a Court of Appeal in war time.
Baron Nelidoff expressing grave apprehensions for the safety of Russian delegates at tho Peace Convention, extraordinary police surveillance has been arranged at their residences. Police have also been stationed under tho Conference Hall. A small door at the comer which is bolted and scaled gives access in case of danger. After cp.ch sitting the exit doors are sealed, tho door seals leing officially broken for tho next sitting.
