Press Association—Copyright. Melbourne, Juno 18. Complications have arisen between the .Federal and Victorian Governments over the proposal for guaranteeing debentures. The acting State Premier claims that the Victorian Government dealt entirely with Sir John Forrest in the matter while Sir John Forrest declaresdhe matter is between the State and the syndicate’s agent. Consequent on this difficulty cropping up, the Acting-Premier was not able yesterday to complete the draft agreement between Victoria and the Syndicate. Mr Moore, Premier of Western Australia, declares that Victoria’s action with regard to the mail contract has entirely altered the position, and he does not know what course his Government will take. ,5F
