Rangitikei Advocate. FRIDAY, JUNE 7, 1907. SECOND EDITION. EDITORIAL NOTES

IT is pleasing to note that the alarmist statements about the British navy which were made so freely a short time ago have proved unfounded, and tliat both parties in the House of Commons seem satisfied that tho supremacy of Britain on the seas will bo maintained in the past as in the future. In the House of Lords recently the First Lord of the Admiralty said: “'This axiom will bo accepted by everyone—namely, that our country must at all events keep the command of the seas, without having any regard to the cost at which that may he done.” This statement is satisfactory, and in order to moot tho fears of those who regard tho disarmament proposals to bo brought forward at The Hague conference with suspicion Lord Tweodmonth added : “We go into the Conference absolutely unpledged or pledged only to this—that if foreign countries do extend their programmes, wo, in our turn, will also extend our programme in order to keep our relative position among naval Powers. ” In the House of Commons Mr Robertson made a similar statement in almost identical terms. ‘ 1 It was, ’ ’ he said, “tho determination of tho Government to maintain our naval supremacy as it stood now, and in the event of The Hague Conference proving abortive, to hold themselves ready to take steps to maintain our relative position. ’ ’

MUCH of the alarm as to the relative position of the British navy as compared with those of 7 foriegu nations was caused by counting our shijts actually built or in course of construction against numbers of vessels which wore only projected. But wo need not and ought not to build against programmes so long as they exist only on paper. That is the justification for dropping a Dreadnought from the programme of last year. Botli Franco and Germany announced very ambitious programmes for that year. But these programmes are still for the most part only on paper. Mr Robertson informed-tho House of Commons in April that of the battleships included in the French it was believed that none had yet been laid down, although they had been officially ordered; and that of tho three armoured vessels included in the German programme of tho same year, the armoured cruiser was believed to have boon only laid down in February, 1907, aud the keels of the two battleships, if yet laid at all, were believed to have been laid only within the last three weeks.

Tho 10 o’clock closing also had done no harm as far as lie could see.
