Government Programme. Per Press Association,—Copyright. London, June 4. In the Honso of Commons Sir H. Campbell-Bannerman, complaining of the backwardness of the Government’s. Bill's, said it was largely due to the drafters attending last autumn session. Ho announced there would be no autumn session. The Irish Council and Passive Resistors Bills would be dropped and comprehensive Education Bills introduced in 1903. Licensing reform would bo the first measure in 1908. The Irish University Bill would be’postpoucd and the fate of the Miners’ Eight Hours and hoiising measures was doubtful. It was proposed to pass in 1907 finance, army reform, English and Scottish small holdings, criminal appeal and patents bills, also Scottish valuation, ’ evicted tenants and women on local authorities bill. He added that a resolution dealing with the Housp"of Lords would be introduced in the present month. The Irish and Nonconformists are disappointed at Sir H. CampbellBannerman's announcement. Mr Ramsay MacDonald bitterly complained of the decision to hold no autumn session. Interviews with loading Nonconformists show that, there is great dissatisfaction at the' dropping of Mr McKenna’s Education Bill. Further dropping of hills is expected in another fortnight. Tho discussion of the resolution relating to tho Lords will occupy several sittings.

The Daily Neves thinks it is good strategy to have prepared strong measures for 190 S with a view to fighting the Lords’ veto. 'The Daily Chronicle dwells on the prospect of a dissolution after next session. The Times says tho congestion in 1908 will be worse than now.
