RUSSIA’S AGRARIAN POLICY.
Press Association —Copyright. St. Petersburg, May 25. M. Stalypin, in the Douma, outlined the Agrarian policy of government. It was proposed to purchase any estates offered which, with the Crown and State lands, would form a reserve from which peasants could acquire land through the State bank at reduced rates, the difference being charged upon the taxpayers. Government opposed the policy of compulsory purchase.
